Yup, shield is crappy but it's a decent duration (15s?) and a short cooldown. In a warzone it should be used whenever it's off cooldown. It will absorb most of if not all of a large hit, which is important as you're squishy, and it'll get you an extra HoT tick of health if you're lucky. It's effectively an instant heal for the shield value + a HOT tick on a 45s timer.
You pretty much need to put points into the healing tree to be generally effective, if only to speed up the heal of Underworld Medicine + get a charge of Upper Hand. I put a minimum of 11 in so I can get the heal-over-time and feel it's mandatory for a decent Scrapper build. Slow-release Medpac stacked with pugnacity w/ Surprise Comeback is a lot of healing. Throw in Guss and you're looking to be a pretty effective tank for your solo play. The pushback talent is important for making casted heals viable when taking damage and has a nice synergy with fast Emergency Medpac casts, even if you're being beaten up by something/someone.
Pick every dodge, damage reduction or health increase talent you can. Also, pick every heal increase talent you can - this is primarily for the heal over time, but stacking power will get you some nice heals along with helping your damage. Also, the more health you have, the more you get out of pugnacity healing. Health + Avoidance is pretty much your only buffer for your HOTs to work, so it's a good idea to get as much as you can while keeping your damage output comfortable.
Using LOS is probably a Scoundrel spec'd with HOTs best advantage over other classes. Throw in the snare (or root w/ talents) for Tendon Blast to buy yourself the time you need. Spec'ing Dirty Escape to improve Dirty Kick is a really good talent to buy time or cc/mitigate damage. It's also not as situational as some of the other talents for damage reduction.
Don't discount Vital Shot or Flurry of Bolts. They should be in your normal rotation and are your primary attacks when chasing someone down. Scoundrel isn't the best chaser of runners, so switch to another target if you think it'll take an age to catch someone.

. You have the fundamental Scrapper talents while heavily invested into Dirty Fighting which gets you more damage from range, more DoT/AoE damage, and a hard hitting special when 2 bleeds are on the target (Wounding Shot).
